CAPITAL PROJECT PROCUREMENT CONFERENCE 2010
Critical Impact of Complex Procurement Decisions on Capital Projects
One of the challenges faced by both Public and Private sector is the ability to
make Project Procurement decisions.
It is essential to weigh up the strengths and weaknesses of different capital
project procurement strategies, because establishing an appropriate strategy
at the earliest stages of the project can often mean the difference between
success and failure.
Some procurement routes will be unsuitable for certain types of projects and
certain types of owners/sponsors. Familiarity with standard construction
procurement strategies can greatly assist in the understanding of the different
legal, financial and commercial opportunities that each strategy can provide.
Procurement professionals must play a key role in the planning of projects,
particularly when the majority of the project work will be performed under
contract. They help to determine the pricing basis of contracts, as well as the
allocation of contract responsibilities and contingent liabilities between the
purchaser and the contractor.
Moreover, essential to project success is the timely, accurate, and cost effective delivery of materials, supplies, and equipment. Unless project resources arrive when and where required, achieving project success is difficult to achieve.
While project supply-chain management is always essential, today’s project globalization landscape intensifies the need to effectively manage procurement and delivery of the project resource needs.
